好問題！
我以前的了解是台灣漁船數字，似乎是全球前幾名，那麼多漁船，在各國宣佈200海浬經濟海域之後，原來打漁的海面積都被各國圈起來，不準進去打漁了。
強行進入，偷偷進入，甚至出要經過，被抓的情況就多了，政府又不被人家承認，有糾紛，像可憐沒爹娘的小孩，就哭訴無門了。
