車牌遭冒用的問題

朋友有部車因颱風淹水,在二手車行買了一部車,並將泡水車一併賣給車行,因泡水車欠稅車牌好像被註銷(朋友忘了有沒有註銷),車行老闆言明不須管它,只要車交給他就行,最近收到罰單一萬多塊,還有牌照稅單,一看傻眼,車行老闆將牌照挪作他車用,所以朋友收到罰單及稅單,車行老闆又不處理,懇請了解相關法律知識的朋友解惑,有沒有任何救濟的方法,謝謝!
