國民黨主席馬英九今天說，中國大陸還是中華民國憲法上的國土，所以政府不可能承認在中華民國國土上還有另一個國家。因此，兩岸間主權互不承認，但治權互不否認，用這樣的方式能夠解決目前的困難。

他重申，「兩岸關係不是國與國的關係，而是很特殊的關係」。推動兩岸關係也希望中國大陸能了解，台灣的存在是不能忽視的事實，不要在國際間打壓台灣，造成反感，反而對兩岸關係發展不利；
