《華盛頓郵報》4日引述爆料者史諾登公布的文件稱，美國國安局 (NSA)正在追蹤全球至少上億支手機的位置，每天蒐集將近50億筆資料，建立龐大的監控資料庫，包括美國人也被監控。NSA侵入全世界的行動通訊網路取得「龐大數量」的位置資訊。
