身心障礙者被列管是什麼情形

叔叔打一通電話給我，說他罵衛生所不來關心我
叔又說：「你被列管了，你知道嗎？」(註:我是身心障礙者)
叔說他們怕我會去傷害社會的人群
本來好好的心情被叔叔說我被列管了，覺得好低落
我平常很少和人交際，獨來獨往，獨善其身
就算曾做錯也是小事情，也改過自新了

請問身心障礙者被列管是什麼情形，有什麼嚴重性嗎？
