前港府保安局前局長葉劉淑儀說，香港政府應該依據現有協議和法例，處理史諾登事件，現有法律亦為史諾登提供足夠保護，他可以依據國際難民公約尋求政治庇護。

葉劉淑儀表示，根據香港截取通訊條例，任何人不可在無許可令之下截取通訊。如果有具體證據證明有外國政府和其他人，非法截取通訊或侵犯私隱，都可以檢控。

但她表示，史諾登事件除了傳媒報道外，沒有其他證據，認為要得到史諾登的電腦，才可考慮檢控。
