歐巴馬健保上路 美居民受惠

（法新社華盛頓1日電） 病患保護與平價醫療法（PPACA）於2010年通過將近4年後，美國總統歐巴馬致力的健康保險改革今天上路，惠及數百萬以往沒有醫療保險保障的美國民眾。

根據平價醫療法，美國居民必須買健康保險，如果違反將被罰95美元，從2014年起將被罰695美元。

這部法律的重要創舉是，界定保險業者必須涵蓋哪些醫療項目，包括住院和急診；預防保健護理也需全數給付，包括糖尿病和癌症篩檢、疫苗注射和避孕。

美國衛生部長塞比留斯（Kathleen Sebelius）昨天說：「這部新法能改造我們整個保健體系。」

約1億5000萬美國民眾經由雇主投保，最貧困民眾及65歲以上老年人受聯邦政府社會安全制度保障，這部新法對這些人幾乎沒有影響。

但約2500萬民眾個別向私營保險業者投保，沒有團體費率的優惠，他們會受新法之惠。
