急!!等了3個星期同行跨縣市的支票 為何錢還拿不到

我的朋友收了一張 在沒跳票的情況下 為何已經等了這麼久錢還沒進戶頭 聽說現在票據交換所分成北 中 南三區集中收票跟以往作業方式 不同 是因為這樣的因素嗎 我的朋友上個月等到今天已超過17天了(扣除假日)有在銀行上班的人可以回答我嗎 謝謝!!
