2013宜蘭國際童玩藝術節將為全國大小朋友「轉」出夏日歡樂盛會，有折扣優惠的預售票從5月20日到7月5日在全國三大超商系統販售；民眾也可以在6月1日至6月30日，到宜蘭縣政府文化局、羅東文化工場服務台購買預售票，以及辦理多次入園的童玩護照。
宜蘭縣政府文化局指出，童玩節預售票的假日個人券售價為300元、平日個人券為200元，比活動期間便宜50元；假日兒童券為200元、平日兒童券為100元，也比活動期間便宜50元。可購得童玩節預售票的三大超商為7-Eleven、全家、萊爾富。
童玩護照也特別針對宜蘭縣民祭出優惠，預售期的一般縣籍童玩護照只要300元，比活動期間便宜100元。只要辦理童玩護照，就可以不限次數進入園區玩個痛快！童玩護照預售期間為6月1日起至6月30日，歡迎民眾持戶口名簿或身分證〔影本〕及2吋正面近照至文化局、羅東文化工場辦理。
宜蘭縣政府邀請大家在7月6日至8月25日到冬山河親水公園轉一轉，今年邀請四度入圍美國葛萊美獎提名的設計大師蕭青陽，為童玩節打造全新的主視覺意象。還有出身宜蘭本地的國際繪本作家幾米，首次為童玩節規劃的「”玩‧轉”幾米兒童繪本館」、發想自洗衣機概念的「星際水漩渦」，以及小朋友最愛的「大恐龍運動場」，都是最Hot的超級設施。
