關於自然人憑證報稅的問題

我想請問一下，
報稅人是我先生的名字，
但是他因為要上班無法親自到戶政去申請自然人憑證，
可否由我用我的名字申請自然人憑證然後去報稅呢?

對於自然人憑證本人不是很懂，
