兩岸以類似國際法法則解決爭端

馬英九總統今天表示，兩岸關係不是國與國關係，是一種特殊關係。；兩岸之間沒有國際法上的承認問題。在台灣的中華民國政府並未消失，中共自1949年統治中國大陸迄今64年也是客觀事實，我們不能，也不必否認中共是一個實際統治中國大陸的統治當局。如果雙方仍然相互否認統治權，兩岸如何進行交流？

馬總統說，我們目前和大陸的關係非常獨特，不適用國際法，但我們用類似（比照）國際法的法則解決爭端。
