北宜高雪山隧道南下24公里處，下午1時許發現外側車道有水，高速公路局頭城工務段前往處理，發現是水溝被垃圾阻塞造成，緊急封閉外側車道處清除。由於下午南下車輛不少，車流回堵4公里，一直塞到彭山隧道，不少民眾塞到心急，改從坪林交流道下。高速公路局坪林行控中心表示，估計約3時30分就能恢復外側車道通行。
