法媒踢爆：法也搞通訊監控

天下烏鴉一般黑，在美國偵監國內外通訊的醜聞搞得臭名滿天下之際，法國也被踢爆一樣玩這種遊戲，根據法國《世界報》四日報導，法國對外安全總局（ＤＧＳＥ）多年來大量搜尋通訊情資，且所有資料全部儲存在該局總部的一部超級電腦中。

《世界報》說，ＤＧＳＥ系統性蒐集法境內電腦與電話通訊的電子訊號，對於國內與海外通訊也不放過，所有電郵、簡訊、電話紀錄、上臉書和推特的資料，全部都儲存起來。

報導指稱，法國蒐集情資的重點不在於通訊內容，而在於「中繼資料」（metadata），任何分析師只要受過適當訓練，就可利用中繼資料確定你與誰通訊、通訊地點、透過什麼媒介、通訊日期和時間，乃至於你在通訊前後上過哪些網站。

《世界報》說，這項情蒐作業不合法，也缺乏適當監督，而且法國其他六個情報機構，包括國內情報局和財政稽查局，也都可透過ＤＧＳＥ的超級電腦，接觸到上述情資。

這篇報導見報時，法外長法畢斯出席美國大使館慶祝國慶酒會，他以貴賓身分應邀上台致詞時，批評美國對朋友不誠實，暗指美國的通訊監控鋪天蓋地，對盟邦也不放過。但如果《世界報》的報導屬實，法國自己也該檢討。
