國家通訊傳播委員會（NCC） 31日表示，該會初步草擬的「因應數位匯流調整有線電視收費模式規劃（草案）」如能順利實施，目前全台灣有線電視訂戶繳交的基本頻道費用，將由現在的平均新台幣536元降到500元以下，讓訂戶共享數位化後所帶來的紅利。
NCC強調，該會規劃從民國106年起，有線電視收費模式，將基本頻道（普及組與套餐組）費率上限設定在新台幣500元，較現行之上限600元少100元，也較目前全國基本頻道平均費率536元為低，同時可以讓訂戶自行選擇只訂購基本普及組，或基本普及組搭配任何一組或多組基本套餐組，如此則費率更可能減低到200元或300餘元不等，讓訂戶有更多的選擇權。
為確保訂戶權益，NCC說明，該草案規定目前訂戶所收視之基本頻道總數量不得減少，所以訂戶可以用較低於500元的費用，享受到現有約100餘個基本頻道以上的有線電視服務。
NCC表示，系統業者屆時必須將現有之基本頻道，區分為1組基本普及組，與3組以上基本套餐組，基本普及組收費上限為200元，套餐組每組收費上限為100元或130元，而且基本套餐組費用總和不得超過300元，其目的是讓訂戶重新找回目前因成批訂價（俗稱大碗公）模式所失去的選擇權，也就是說訂戶得擁有「看多少、付多少」的權利。
此外，有線電視業者也可在基本頻道（基本普及組與套餐組）外，另外提供訂戶具專業特性（如教育、歷史、科學、體育、電影）的高畫質付費頻道或組裝之付費頻道組，讓訂戶選擇，也可提供計次付費節目、寬頻或加值服務等組合供需要的訂戶進一步訂購。 (接下一頁)
